OK I FUCKING GOT IT.
TOO FUCKING GOOD LADS.

Right.
Install metamod source and sourcemod as normal
but

Create your metamod.vdf using this link
http://www.metamodsource.net/?go=vdf

Leave the Game: bit blank and instead put cstrike_beta into the game folder bit

Download the file and put it in your addons folder
then

Go to addons/metamod then open up sourcemod.vdf
Edit the file to look like this

WINDOWS

"Metamod Plugin"
{
"alias" "sourcemod"
"file" "addons/sourcemod/bin/sourcemod.2.ep2v.dll"
}



LINUX

"Metamod Plugin"
{
"alias" "sourcemod"
"file" "addons/sourcemod/bin/sourcemod.2.ep2v.so"
}


Go ingame, put in the command sm_cvar sv_accelerate 5
fucking winner.

Make sure you use the interp fix as well

Server-Side
sv_client_min_interp_ratio 0
sv_client_max_interp_ratio 0

Client-Side
cl_interp 0

NO
