FPS Problem CSS

I am currently running a;

i7 920 Alienware Processor
12GB triple-channel RAM
Radion 5970GFX

Basically i'm not getting more than 150fps.
I haven't overclocked cause i really shouldn't need to, no need for an FPS cfg obv as the PC was worth 2.5k+ ..

Anyone know the reason for not attaining more FPS? Cheers.
