Confirmed by Scoots on Live on Three. Riot are currently denying it as people went crazy. They will probably change their mind? The E-Sports manager at Riot was a VP at CGS :P
I think they would be crazy to try and do this. Apparently the rule actually was in place and has been rescinded for now.
