Decent specs but shit fps?...

Recently upgraded from a GTX260 i got 300+ fps on it on css, then got a 560Ti for csgo even though the 260 gave me 80-100 fps, but like... here is my specs and results..

QX9650 OC @ 4GHz
8GB Corsair XMS2 DDR2 800
GTX 560Ti

1920x1080 @ Low or High Settings - Deatmatch - 40 - 80fps
- Private Match - 70 - 120fps

I MEAN.... W T F , something must be wrong, tried formatting, re-installing, even got an SSD OCZ vertex 4, but still same fps... can anyone help?
