Steam problem

Hey

My Steam has gone fucked in the past couple of months, my Counter-Strike:Global Offensive and all my other games are not coming up as installed on steam, even though the game is installed and the directories haven't been changed.

I can launch the game by clicking on the icon but when i double click the game in steam the install window comes up. This didn't use to be a problem but there has been an update so i can no longer launch and join a server, because it's out dated.

I used to be able to fix it by rring and it would appear again but that's no longer working. I would really prefer not to re-install so does anyone have any ideas on what may fix it?
