weird jitterlag

Basically at my mums house I get this weird jitterlag every evening and I have no idea why. If i got 30 ping for example the ping goes up to 42-61 and never goes down, it stays between those numbers. Nobody is downloading, nobody got spotify on, we are 2 people on this internet and my bro isnt lagging. My brother who is supposed to know a lot about computer and net probs have no idea why I'm lagging.

Any1 noticed this or had this before?
