How to win so called "elo hell" games?

Serious thread here, if you want to troll just go somewhere else because you will be ignored, i want some really useful tips. I've literally got no idea what am i supposed to do to win games anymore. If i'm winning my lane i'm doing my best to help other lanes but sometimes theres just nothing you can do about it. Last game I've played i managed to win my lane vs olaf pretty nicely (he was like 0-4 or 5) while rest of my team just completely fucked up all the lanes possible. Our jungle who was playing amumu went 1-13 that game as you can see here http://s003.radikal.ru/i203/1301/24/72474a0652df.jpg (i know that my cs isn't really good but i'd wanna see you try to get some cs when you literally is almost dead after you leave your tower)
It's really hard to believe that people can't reach 18 lvl by nearly 40 minute game mark. So i just wanna ask someone who already had an experience like this one what am i supposed to do to win games?
