High CPU usage, even after format!

Hello everyone,
For a month my computer has been very slow, and the cpu usage is
always between 50%-100% when there is nothing open.
Ive decided to format my computer, and even now after the formatting, the cpu usage is high like before, and even in safe mode.

These are the basic things i have done so far;
- Took out the bios battery
- Checked task manager, no notable processes eating too much of it up.
- Checked all your basic drivers etc, i let windows 7 install them as i have formatted this PC plenty of times before without any driver issues.

What do you think the problem is? Im willing to take screenshots of anything you need, as-well as take any steps that you advice me of. Its running SO hard, that it cant even bare it when i play music.

SPECS;
Intel Core 2 Duo E7200 @ 2.53 GHz
4 GB RAM
Nvidia Geforce 9800 GTX+
