fastest car at 17 ?

Well im gonna turn 17 in a couple of weeks and i have around a 3 grand budget for a car and insurance. I have a years no claims from my derbi and 3 points also from my derbi ') . Im thinking of getting a kx250 on the road (semi legal on mansfield desert then :P) instead of a car but my minds split depending on how fast i can go in a car for that kind of money. any help apriciated :)

can i have some semi serius suggestions plex
