CS:S at uni~

Hey, bit of a weird question hopefully someone out there with a good technical/network mind might know how to fix this....

Bascially CS:S at uni is limited to what servers it works on, all ports are apparently unblocked - i'm able to connect to any CS 1.6 server fine(all HL1 + Mods work fine, can connect to any server), however when it comes to HL2 and mods (i.e. CSS) servers just say 'Disconncted by server' - i've looked into it a lot, tried a variety of things also IT Tech at uni doesn't have any idea why it wont work and just got silly replies from steam about this, so just wondering if anyone has experienced the same problem or knows how to solve it..?
